Due to the credibility and experience required, along with the level of challenge associated with this role, it comes with a market supplement of £7,416 in addition to the PO12 stated salary.

We are clear that will only achieve our ambitions if we work together. In line with national developments, the Council and the Clinical Commissioning Group have agreed to establish a new Integrated Strategic Commissioning Function to be the key driver for change across the system and enabling the creation of a truly integrated care system.

We are looking for a forward-thinking and experienced Programme Leader, with a grounding in either health and/or social care commissioning to help us to deliver this new function over the next two years.

As Programme Lead, you will be a key agent in delivering an integrated care system for Waltham Forest, bringing together commissioners across organisational boundaries into a single team that speaks with one voice. You will work with senior leaders across both organisations, to articulate a strong vision for the new function that engages and inspires as well as leading on the practicalities of making that vision a reality. We will expect you to establish and support strong joint governance arrangements, develop sharing ways of working, including in regards to co-production and staff development as well as facilitating the development of shared commissioning strategies and contracting arrangements.

We’re looking for individuals who are driven to improve public services, who will seek out and introduce innovation, taking a system-wide approach to change. Candidates should have significant practical experience of delivering successful, high-profile programmes working with senior leaders to make a demonstrable difference. You should have a good understanding of the health and social care context, have strong analytical skills, an ability to generate energy and excitement about change, the ability to work to tight deadlines and a strong drive for personal and professional development. But above all, it’s your excellent interpersonal skills that will help you stand out – we’re looking for someone with the ability to challenge how we work in Waltham Forest in order to make us the very best in class.
